Governance The traditional perception of governance in Liberia was often referred to as autocracy, characterized by bureaucracy, corruption, human rights violation, nepotism and the lack of respect for the rules of law. Business participation and national development was driven hierarchically by political administrators and those in tribal leadership, particularly in rural communities.
