Taylor cannot continue in 'impunity': UN Security Council ...
MONROVIA : A UN Security Council team on a visit to Liberia said
former president Charles Taylor could not continue to live in
"impunity," expressing confidence he would soon be brought to
justice.
The delegation's brief stop in Monrovia marked a third leg of an eight-day
west African tour seeking lasting solutions for the troubled region
through dialogue and cooperation.

mission to West Africa arrived in Liberia today, the team leader said the
arms embargo and other measures now in place against the country will be

Court ruling - no immunity for former Liberian President Charles Taylor
Amnesty International welcomes this week’s ruling of the Special Court
for Sierra Leone (Special Court) which states that Charles Taylor, the
former President of Liberia, has no immunity from prosecution for crimes
against humanity and war crimes which reinforces the need to ensure that
he faces the serious charges against him.
"The decision upholds the principles of international justice and
the rule of law," Amnesty International said.

government, Gyude Bryant, said a programme to disarm former combatants

Peacekeepers Deploy Along Liberia and Ivory Coast Border
Senegalese peacekeepers began
deploying in restive southeastern Liberia Tuesday to help curb arms
smuggling and looting along the border with Ivory Coast. The first group
of over 100 peacekeepers from Senegal is being sent to the southeast
region of Liberia Tuesday. Their first town of deployment is Harper,
which was formerly controlled by rebels from the Movement for Democracy
in Liberia (MODEL).

MONROVIA, 22 Jun 2004 (IRIN) - United Nations peacekeepers extended
their reach in Liberia on Tuesday, for the first time taking up
positions in Maryland County near the Ivorian border, UN officials

15 counties without a UN peacekeeping presence.

Liberia’s
Environment Remains Bleak
It is now over four
months and counting since the United Nations-sponsored Donor Conference
was held in New York City in February 2004 for the post war reconstruction
of Liberia. Donor countries and international aid agencies in sympathy
with Liberia’s plight pledged over half a billion dollars to the
rebuilding of the war-ravaged nation. Liberians for the most part are
grateful to the UN for marshalling such financial resources in an
unprecedented historical overtures for the much needed reconstruction
efforts for Liberia after 14 years of a senseless human carnage, wanton
destruction of properties and the blighted state of the nation’s ruined
environment.

Check to see how many of the leaders of
current political parties and civil society organizations in
Liberia truly believe in democracy, rule of law, good governance,
accountability, and transparency in
Liberia. Of course, you can easily know the answer to this basic question
by simply checking how many civil and political leaders in Liberia today
were actually elected by way of free and fair elections
in their own organizations (not caucuses), and whether or not their
leadership activities resembled anything close to transparency, good
governance, and accountability.
Chayee Doe to be Buried in
Liberia; Wake in Philly
The
remains of Chayee Z. Doe, yournger brother of former Liberian President
Samuel K. Doe will be flown to Liberia for burial via a special Ghana
Airways chartered flight on June 26, 2004. A memorial service is also
planned for June 25 at the Holy Rose Church in the state of Delaware where
Chayee Doe and his wife Helena and three sons had a home.

I noted that it is not in the best interest of Liberians for Liberia
to return to the old political system that permitted a single government
bureaucrat in Monrovia to dictate the terms of development initiatives in
the various counties of Liberia, as was the case with Lofa County under

earmarks 24.3 million dollars for AIDS treatment in Liberia
The UN development agency UNDP is to spend
some 24.3 million dollars in Liberia to help fight HIV /AIDS and other
critical illnesses in the west African state, UNDP officials said.

Chayee
Doe dies after being named LURD leader
Chayee Doe, the younger brother of former Liberian president Samuel Doe,
has died two days after being named the new leader of the country's main
rebel group, Liberians United for Reconciliation and Democracy (LURD),
family sources said on Thursday.
The sources said the Doe, 37, had died after brain
surgery in the American state of Delaware on Wednesday. He was flown to
the United States after collapsing in the Liberian capital Monrovia last
week and never regained consciousness.

to school, but there are no chairs, no roof
SANNIQUELLE, 10 Jun
2004 (IRIN) - Shut down for a year by civil war, schools in Nimba county
in northern Liberia are finally starting to reopen. But pupils are taught
in wrecked classrooms with no roof to keep out the rain. They are forced
to bring their own chairs from home to sit on. And their teachers have yet
to receive a salary.
Until the arrival of school in a box kits from the United Nations
Children's Fund this week, there were not enough exercise books and
pencils to go round.

Ever since
the signing of the August 2003 Liberian comprehensive peace agreement that
brought to power the current transitional government in Liberia, Liberians
at large have been pre-occupied with how best to ensure proper application
of power and authority in Liberia to generate lasting peace and stability.
Some Liberians want the transitional government chairman to exercise total
executive powers to ensure proper coordination of governmental affairs and
to enable the government to “speak with one voice.”

Dies In America
The Managing Director of the Freeport of Monrovia, Mr.
Chayee Doe, died today at the Christiana Hospital in Delaware, United
States of America, where he had been hospitalized in critical
condition since last Monday . The best efforts of brain surgeons at the
hospital failed to save his life or diagnose the cause of death.

The current managing director of the Freeport of
Monrovia, Mr. Chayee Doe, has been hospitalized at the Christiana Hospital
in the state of Delaware, United States of America, in critical condition.
The best efforts of brain surgeons at the hospital have failed to diagnose
his problem or revive him. "At this time, only God can revive him.
Mr. Doe is now surviving on live-support equipment at the hospital."

The
New ULAA Is Still A Dream Away
Since the idea
of the delegate-voting system was imposed on ULAA by the
Gus Major-led ULAA Board of Directors, our first move was to condemned it
as a complete out of date voting process. We were also of the views
that allowing the chapter presidents to choose who to be a delegate was
the gateway to corrupting the ULAA electoral process, and the suppression
of free speech and association. All a candidate needs is to convince few
chapter heads for their support, the chapter heads then will choose,
as delegates, only those who will vote
for their favorite candidate.

Hoping to promote transparent and accountable government in Liberia as it
recovers from the ravages of a 15-year civil war, the United Nations
Development Programme (UNDP) is giving the country’s Governance Reform
Commission $500,000 over the next two years.

Charles Taylor's militia have been found in a football field in north-west
Liberia, Catholic-run Radio Veritas reported on Saturday. The skeletons

The
newly appointed President of the Liberian Mandingo Association of New York
(LIMANY) says his adminsitration will establish a system of unification
that will promote unity and reconciliation among its members as well as
non-members in order to build a "lovable community."
"I am a unifier. I like to see unity exists among us," Moriken
Kenneh emphasized in an interview Sunday. He said LIMANY represents a
unique community, therefore, his administration will seek dialogues with
all its members in an effort to resolve their differences for the common
good of the association.

FREETOWN, Sierra Leone (AP) - A UN-backed court for Sierra Leone ruled
Monday that ousted Liberian leader Charles Taylor is not immune from
prosecution for war crimes.
Taylor, in exile in Nigeria, is the most prominent figure indicted by the
war crimes court. He is accused him of backing Sierra Leone's rebels in a
brutal civil war while he was president of neighbouring Liberia.

Former Liberian President Charles Taylor has lost his appeal against being
prosecuted for war crimes. The UN-backed Special Court for Sierra Leone
ruled that it does have the right to try Mr Taylor for his alleged role in

BE WARE OF PARTIAL
DISARMAMENT
UNMIL has begun disarming combatants, over 18000 so far, and according to
information obtained, it is doing on well. This is good news! Will the
on-going disarmament, demobilization, encampment, rehabilitation and
integration program be different from the 1996 disarmament program?
The reason I am asking this question is that any partial disarmament in
Liberia just to have an "elected government" is a recipe for
future disaster.
WEST
AFRICA: Major Military Exercise To Boost ECOWAS forces
ACCRA, - Some 1,200 West African soldiers are scheduled
to hold a major military air, sea and land simulation exercise to enhance
the peacekeeping capabilities of the Economic Community of West African
States (ECOWAS) in Benin next November, military chiefs said in Ghana on
Thursday.
The exercise is expected to guide the handling of future crisis situations
in a sub-region, where there are currently four peacekeeping operations
underway, in Cote d’Ivoire, Western Sahara and the UN’s biggest
missions in Liberia and Sierra Leone.

scattered across West Africa against returning home, saying they should
wait in their country of asylum until the official UN-backed repatriation
programme begins in October.

on Liberia, specifically the timber embargo, should not be lifted at a UN
Security Council review scheduled for 17 June 2004 (2). The report titled

and its effects on regional peace’ argues that lifting sanctions before
key reforms are implemented could jeopardise international efforts to

THIRTY Fiji police officers serving with the United Nations in Liberia
came under attack from rebel forces on Tuesday morning. The officers,
accompanied by by 15,000 UN soldiers and 1500 police officers, managed to
fight off the rebels and in the process killed three of them.

Not Credible Elections in 2005?
Free and fair elections are
about giving all candidates equal access and opportunity to campaign
before the voters. Free and fair elections do not mean everybody should be
happy or every condition in a country must be perfect. We do not live in a
perfect world and everything will never be perfect in the truest sense of
the word. The only perfect environment for elections is the environment in
which all concerned parties agreed to a specific set of rules for the
elections, and everyone agreed to abide by those rules doing the elections
and counting of the ballots.

in Liberia without Census Would Be Unconstitutional
Recently
the National Elections Commission (NEC) announced that the pending
Liberian elections would be held without a census. According to an article
captioned: "No Census For 2005 Elections....Says Elections
Commission, But..." published in The Inquirer newspaper and
distributed by The Perspective website on May 7, 2004, "The
National Elections Commission (NEC) through its Chairman Cllr. Frances
Johnson-Morris, says there will be no census in the country before the
conduct of the 2005 General and presidential elections."
Liberian
refugees stranded at sea
An operation has been launched to rescue some 430 Liberian refugees on
board a ferry drifting without working engines off the West African coast.
The Nigerian-flagged Dona Elvire ferry has been at sea for more than

head of the New Deal Party (NDP), one of many Liberia's political parties
registered to contest the seat of the presidency says revolutionary
violence is an ultimate reason to accomplish a political goal in the
interest of the people. Dr. George Kieh said though violence is not a
good option to institute a political change, "but if all legal
and constitutional protocols are exhausted, violence becomes necessary.”
